¨     Union Commerce and Industry Minister Shri Piyush Goyal released the LEADS 2025 Report in New Delhi and also felicitated the winners of the LEAPS 2025 Awards.

¨     LEADS (Logistics Ease Across Different States) is a framework used for the annual assessment and standardisation of the logistics sector across Indian States and Union Territories.

¨     It evaluates the performance of logistics systems to improve efficiency and competitiveness.

¨     The LEADS 2025 Framework is the 7th edition of the report.

¨     It is published by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry.

¨     Policy and institutional framework

¨     Quality of infrastructure

¨     Reliability of services

¨     Operational environment

In the 2025 edition, a four-tier performance structure has replaced the earlier three-tier classification system.The evaluation methodology assigns about 59% weight to objective indicators.The remaining assessment includes measurable and perception-based inputs used for benchmarking logistics performance.The report is aligned with the PM GatiShakti National Master Plan and the National Logistics Policy.Its objective is to make India’s logistics sector more efficient, transparent, and globally competitive.
