¨  European Union moved ahead with accession procedures for Ukraine and Moldova on 3 June 2026.

¨     EU ambassadors in Brussels launched the process to open the first negotiating cluster in membership talks with both countries.

¨     The first negotiating cluster in EU accession talks is called “Fundamentals.”

¨ It covers the rule of law, democratic institutions, judicial reform, public administration, and fundamental rights.

¨     EU membership negotiations are divided into negotiating clusters that group policy areas for screening and reform.

¨   The “Fundamentals” cluster is usually opened at an early stage because it contains the core political and legal criteria for EU enlargement.

¨     Ukraine received EU candidate status in June 2022.

¨     Ukraine formally opened accession negotiations with the European Union in June 2024.

¨     Moldova also began accession negotiations in June 2024.

¨     Moldova has set 2028 as its target year for joining the European Union.

¨     Hungary lifted its veto on Ukraine’s accession process.

¨  The decision followed an agreement between Kyiv and Hungary regarding the rights of ethnic Hungarians living in western Ukraine.

¨     The agreement protects the linguistic, educational, cultural, and political rights of around 100,000 ethnic Hungarians in the Transcarpathia region.

¨   The development marks an important step forward in the European Union’s enlargement process.
